How do you secure it to the deck?

It bolts to the deck. The hardware is not included.

Is that 19" to the top of the box or top of the cusion?
A:
The 19 inch measurement is to the top of the cushion.

How does it drain? and from where?
A:
It's a plug that is quite not flush to the floor. It has a bit of height to it so that it can drain. It's just at the bottom of the cooler.

Are there fittings for hooking up a Livewell pump?
A:
It comes with fitting for drain only.

Can you please tell me the height from the floor to the top of the seat itself, not the backrest thank you?
A:
The height to the top of the seat is 19".
