Is this used with the transom sea -Omc-Sterndrive-18-2768-Sierra/? I have a 1979 OMC sterndrive and am looking for the outside ring that holds transom seal on boat (22 hole)?

No this does not go with 18-2768. You will need OEM number 0911827 which is a transom seal plate.
