No that would not work for an 1983 omc, the service manual you would need is part number 3400.

Will this cover 1975 OMC 120, and does it cover the flywheel to stern drive sections of the system?

The manual is for all OMC engines from 1970 - 1979. It will cover the flywheel and sterndrive sections of the system.

Will thai cover 1974 cobalt try-hull w/ i/o ford 302 175hp outdrive?

It covers only the motor, but all OMC inboard motors from 1970-1979.
